English/Japanese language programs

I'm running English W2K with Japanese IME and have set my system language to Japanese, but when I run Japanese language programs, some of the characters don't display. It depends on the software, and within the software, different screens display differently.

It's probably got something to do with default fonts or code pages. Is there anyway to fix this? (Short of installing Japanese Windows?)
