English / German ini file mismatch

I have a program that writes a Boolean True value out to an ini file.
I am running it on a Windows 2000 SP3 English PC that has some German software on it.

The trouble is that somewhere along the line the True value is being translated to German "WAHR" (True in German).

I have checked the machine and the user32.dll file is an English version.

Is there something else that I should be looking at?
