English Display on Japanese OS

Is there any way to get IE6 to display in English (application itself, not page contents) on a Japanese OS? I assume that installing English IE6 isn't going to work. Is the only other option to install the pack that allows you to change the base language of the OS? If so it wouldn't help as the user only wants IE in English, not the whole OS.
