Enforcing Time Limit w/ W2K Server

I want to enforce time limits for connections to my Windows 2000 server using our 800 number. I do not want to limit the amount of time users are connected through VPN. There are only 4 users but they are racking up $2000 a month in 800# charges. Routing and Remote Access allows me to enforce a limit within Remote Access Policies but this also affects VPN connections.
