Enforcing Password Rules on AIX 1

I am interested in options for enforcing password structure rules in AIX. Specifically we want to enforce length, composition (alpha and special chars), and some prohibitions such as "not = userid" (and a list of other prohibited values.)

Is there a good tool or recommended way to do this on AIX 4.3.3 and AIX 5.1?
 
It's as easy as 'smitty user' and then choosing a user to setup all of that.
 
Thanks! The redbooks reference had just what we needed. It's been a while since I worked on technical implementation and I was sure we had done this with other AIX systems.
