Enforcing Browser Language when displaying NFUSE logon (web client)

When Internation-external users login to the portal page. I want to display "most" or all of the text based on their browser Language settings. Any ideas on how to do this. By the way, I'm using Prjoect columbia 1.6 ver. uh.. HELP!!
