End User does not receive certin e-mail unless domain is added as safe

Exchange 2003. End user receives most e-mail but some don't get through with no error messages what so ever. Exchange sees the messages that don't get to the client and exchange says that the message is delivered to the local store, but the client won't see it. If sender domain is added to safe sender list, the user will receive new messages. I would like to know the problem causing this and the solution, as I am not sure hom many other messages are not getting through.

There are no blocked senders or any rules applied on the end users outlook program.

Any ideas?
 
Have you looked in the Active Directory Users and Computers (ADUC)? Open the users object and click on the "Exchange General" tab.
Check Delivery Restrictions.

Is this only on one account or throughout the organization?
 
There are no delivery restrictions within active directory. This has only been noticed with this one user.

I know I receive e-mail from the domain that this user could not and our mailboxes and AD profiles are almost identical.
 
Yeah, so what happens if the user looks in OWA?

What happens if you create a new profile in Outlook?
