end to end signalling on console

I have an option 61c with rls 23.37 after an ini the tone key stopped working on the console ie: when prompted for long distance auth code the button wont activate until # is pushed then the ees key works fine, also if the attendant dials another outside auto attendant she has to hit # before she hits the ees button,any ideas? I have blown my brains out and suspect maybe a patch for rls 23 is needed, but I can't find any info about rlse 23 and what patches are needed, any help would be appreciated

Outgoing call from console answered.

Attendant presses '#' key and EES works.

Symptoms:
EES key doesn't work until the # key is pressed.

ODT timer expiry (4 seconds), still no EES capability.

EOD timer expiry (15 seconds), still no EES capability.


Cause:
Corrupted CP flash ROM.


Fix:

Re-burn the CP flash ROM.
