Encypt email messages?

Admins and Experts,

What is your recommendations of encrypting emails to another company?

My HR manager just came to me and ask if we have any encryption method set up within our organization in which we don't. She needs to send confidential information to benefits companies on a regular basis. We are a small 70 user company and only she or 1 more person needs to have this capability, so the budget is limited to what we can buy. Or is there an encryption feature within Exchange 2003 that can be implemented? I researched but could not find anything.

I did find this, , but I'm wondering if they need Outlook for it to work, or can they authenticate themselves using web-based mail client.

Any help or ideas is greatly appreciated. Thanks!
