encryption web.config file

I managed to encrypt the web.config file I have on my c-drive as an exercise Using the aspnet_regiis.exe Command-Line Tool and when I try to use the same method to encrypt the config file on my development Server which i mapped to it as a T-drive I am getting an error message of the configuration for physical path T:\bidletdev can not be opened?
Any idea why this is happening?

My second question is once i succeed encryping the web.config file can I just copy this encrypted config file to the production server? Will it work with out me doing and tweak?
