Is there a way to encrypt the data so that it resides on the drive in a encrypted state, yet is still usable by the application. I'm aware of all sort of methods for encrypting the data for transfer across the network, with the expectation that it will be unencrypted at the destination, but I've been tasked with finding a method to have all the data on a system encrypted, even to the OS level. Any suggestions and/or guidance will be greatly appreciated.

I don't think so. There are some hits on google for "encrypted filesystem" but they are Linux related, and probably wouldn't work on AIX without a lot of low-level coding.
