How to encrypt some DB fields in such a way that another sa cannot decrypt them?!
 
If you encrypt the values using a password and you don't store the password in the database, or in a stored procedure then the DBA can't decrypt the value.

However if you don't trust your DBA with the data, you should probably be looking for a new DBA.
