I've heard there is an option to encrypt the code when we build an .EXE file in the project options dialogue, but I haven't found it.

Where is this option in Visual FoxPro 9?

Go to VFP9 go to Program top line menu option then at the bottom is "Compile..." Click that, then select "More" button.
After that there is options, check on the "Encrypt compiled Files" checkbox. Select the .prgs you want to encrypt and compile.
