Encoding of files

I believe the vBulletin message boards encode image files (the avatars) and store them inside the mySQL database, rather than as physical files on the server.

Is this process possible with any file type? Or only the ones PHP supports?

Basically I'm looking at

- JPG
- WAV
- MP3
- MPG
- AVI
- SWF

and possibly one or two others.
