Enabling telnet on W2K3 server?

I know this is probably a lame question...but how do I enable my server to allow telnet connections? Do I need to enable routing and remote access?

Also the telnet service is not listed with all the services if you were going to tell me to just enable the service. I already checked that.

You should forego using Telnet and implement an OpenSSH server on your Windows 2003 box. Telnet is a ridiculously un-secure protocol and should not be deployed (especially under Windows)
 
I googled "telnet service missing" and got this:

APPLIES TO W2000 but...

Try to restore the Telnet files from the Windows CD. For example, here are the commands you would use to restore the required files if C:\WINDOWS is the system folder, and D is the source CD:

C:\>copy D:\I386\telnet.exe C:\WINDOWS\SYSTEM32
C:\>expand -r D:\I386\tlntsvr.ex_ C:\WINDOWS\SYSTEM32
C:\>expand -r D:\I386\tlntsvrp.dl_ C:\WINDOWS\SYSTEM32
C:\>expand -r D:\I386\tlntsess.ex_ C:\WINDOWS\SYSTEM32
