Enabling "Save Target As" on right click

i've just recently installed MS Windows XP Pro with Service Pack 2, and i am having problems with the "Save Target As..." when trying to download files off webpages.

the option "Save Target As..." is there, and is clickable, but when i click on it, nothing happens. i've tried everything but still can't get it to work. Contect Advisor is DISABLED.

some advice would be greatly appreciated
 
Can you give an example of a web page and a file you are trying to save?

Does it make any difference if you highlight the file first by left-clicking it then doing the right-click on the highlighted file?

What options do you have if you just double-click on these files instead of using "Save Target As?

This is a very complicated issue. I want you to remove Service Pack 2 and test again.

In reporting back here with your test results, it is critial that you include:

. any third-party firewall information. (Name and version number) I know Tiny Personal Firewall causes this issue, but there can be others;

. any third-pary antivirus software.
