Enabling "offline" websites

I just installed Windows 2000 pro on my laptop; installed IIS; and then attempted to navigate to I got a popup that says: The Web page you requested is not available offline. to view this page, click Connect.

I did, and then clicked "Work Offline" to the next popup, but no dice.

What do I have to do to allow this (and other intranet sites) to run?
