Enabling FP2000 hit counter

I'm running Apache 1.3.2 for Windows on Win2K Pro system, with Office/Front Page 2000. I installed IIS and Front Page Server Extensions, and inserted a hit counter in a web page I'm hosting on my PC. However, the counter isn't working - a graphic placeholder is showing up instead (the red X box). This is expected if FPSE are not installed, but I did install them. Is there something I need to configure? Or will the extensions only work on Apache for Linux?
