Enable Tips on Startup in W98

I have successfully enabled the tips and added a few of my own in W95 but I cannot get the tips to come on at startup. I tried the registry settings (worked fine in 95) to no avail and I also tried Tweak.

This applies to W98 and W98 Se.

Drag and drop the tips into the startup folder, assuming you know the .exe that runs them.
