Nortel Option 11 with the 3904 handsets. How do you enable the speaker phone and Headset button?

i am not sure what a headset button is but hfa enables handsfree and the mute key.. you still can;t use both at the same time

The 3904 I have has the HFA but does not respond. At one time we had a tech out that found some way to enable or disable the HFA from the PBX itself. That is what I am looking for.
