Enable Macros prompt at Excel start up

I have an Excel spreadsheet with macros. I would like to force the macros to be run, or the workbook closed if the macros are not run, when the workbook opens. Can I make the workbook close if the "disable macros" option is chosen when the workbook opens?
 
That is what would be called "Catch-22" -- you can't run a macro to close the workbook unless macros are enabled.

You could hide/protect everything and only display/enable with a start-up macro. The worksheet wouldn't close by itself, but the user would probably get tired of looking a a blank screen and close it some day.
