Enable ActiveX on a wide scale

I need to change the security settings within IE so that all users can "Run ActiveX controls and plugins".

Only admins can change this, and it doesn't stick for each user. The only way around this, I've found, is to make the user a local admin and then change the security settings within IE.

Is there a registry key I could push that would enable this for me for all users?
