en1 frequent transitions

In one of the offices I maintain, I am seeing the following logged in all of the MacBook's system logs.

Frequent transitions for interface en1. Network traffic reduction measures in effect.

The access point has been replaced and the problem is sporadic (at best). I am guessing this is related to some type of interference from one of the other tenants. The AP is a Cisco 1131AG running in G mode only.

Is it possible to turn this checking off using one of the sysctl variables? Or, is it part of mDNSResponder?

The network interface monitors the signal strength, errors, etc, and will speed up/slow down the wireless as necessary. You're probably just seeing logs of these actions.
