Emulating "Show Me"

I see from reading around on the web that the Office 2000 UA Control - which was the underpinning of the "Show Me" function in HTML Help - has some serious security issues (surprise, surprise!) and has been removed. However, I have a project that needs just that sort of functionality.

What is the current state of the art for providing helpful animation of activities in an Office application?
