Empty Voicemails

Hello,
We have Avaya IP500 v2 Firmware v7 with Manager v9.0 running in Partner mode.
We have the Essentials License.

We frequently get empty voicemails. We have Comcast analog lines, and Comcast blames the phone system, although the issue only began when we switched to them. Is there a setting within Manager or elsewhere to release the call sooner upon hangup, or not keep voicemails of silence?

After a time, we are getting quite a few empty voicemails on the main number as well.
 
Comcast is not providing positive disconnect, sometimes called reliable disconnect on the lines. So, when a caller hangs up it still continues to ring into voicemail and record a blank message before the system disconnects it. Comcast needs to add this to their lines. They never do by default.
