'Empty' task bar in Terminal Server Session

The following applies to one user profile on a Windows Server 2003 R2 running as a Terminal Server.

The session in question does not have any of the expected 'buttons' on the task bar for the applications running. Quick Launch, system tray, clock and language bar all show up - just the middle part with applications is empty. When a screen is minimized, it goes away. The UI provides no way of going back to that active application.

I have trained the user to use Task Manager, Applications Tab to 'switch to' application screens. But this is not a suitable long term solution.

I would like to know if anyone has experienced this and if there is a solution short of 'blowing away' the user's profile. I will attempt to restore and older version of the user's registry hive. But I sure would like to know the answer, rather than just white washing the problem.
