Empty Sessions in Win XP Pro

After switching from Windows 2000 Server to Windows XP Professional and getting Apache2, PHP and MySQL to work, I can no longer log into the administration areas of the local sites. I thought it was a Cookies problem due to the tight SP2 security on XP but instead, it appears to be related to Sessions. The folder is there where Apache expects it and a Session is being written, but it usually remains empty, and a new one is written almost immediately if I click on anything. Any ideas?

Here on my local setup, the Sessions and Cookies are set to not expire as far as I know. I am guessing that this should probably have been posted in the PHP forum but at the time, it wasn't as clear where the problem was.
