Emergency Response Location

System is a CS1000M running 5.5, I want to add the OSN key to a ACD 2004 VOIP Phoneset, when I try I get the error SCH2227 - OSN key cannot be configured for VO user.
1st question : What is a VO user?
2nd question : Why cant I do this? I thought with 5.5 you could create groups in the element manager so that that each call center can be in there own group and a phone in each location can have the dialed 911 notification.

1) VO - Virtual Office user. Ensure that phone is CLS VOLD and VOUD.
2) You're correct - that is programmed in LD 117 when you configure the ERL; you also have to put the OSN key on the phone.
