emergency CLI access

Would like to configure my HTC Inspire to be able to link to my PC in order to modem into sites if internet access is down. I am not always near a landline I can use. Would like to know best software for this purpose and if I can configure Putty to use the (I assume) usb link and how to in general. Not looking for back-up internet access here just emergency access that I can implement fairly quickly.

No. I am looking basically for connection (or possibly a service) that I can essentially make a cellular call to PSTN line which is my direct connect to a PBX command line interface. Desired scenerio is this:

1. monitoring service recieves an alarm from a modem equipped POTS line attached to the PBX.

2. I am unable to access the switch via the internet due to a local server failure at the site.

3. I am not somewhere I can get to a POTS line.

4. I dial into the POTS line attached to the PBX via my cell phone tetherd to my laptop and directly connect to the PBX at the command line level using Putty,Procomm, or Hyperterminal
 
Ah, you are looking for an out of band serial port to modem adapter. I know they are out there. I'll find the model of a couple tomorrow when I get back home for you.
