emctl start agent issue

I am trying to start emctl agent, but I am getting this error.
Pls let me know how to tackle this.

C:\oracle\product\10.2.0\db_1\BIN>set oracle_sid=orcl

C:\oracle\product\10.2.0\db_1\BIN>emctl start agent
EM Configuration issue. C:\oracle\product\10.2.0\db_1/CG1-118.xxx.com_orcl not found.

Are you managing your database with Grid Control or Database Control? It looks as if you are trying to start the Grid Control Agent, but are in the database home rather than the Grid Control agent home. On the other hand, if you are trying to start Database Control, you are in the right Oracle home, but I don't think you are using the right command. I think it should be

emctl start dbconsole

So it looks to me that your situation is either 1. wrong Oracle home, right command or 2. right Oracle home, wrong command. It depends on what you are trying to do.
