Embedding a form into an Email (parameters not passed)

I have a form embedded into an email. When I send this email, the recepient can enter in information and then submit it. Upon subission, it opens a page and displays the results. However, in MS Outlook 2003, NONE of the parameters are received on the "action" page (causing a pmajor problem). Users of MS Outlook 2000 have it working fine. Does anyone know why there is this difference? How can get around this?
