Embedded voicemail on hunt groups rings 2 times need to ring 6.

I have an ipoffice 7.0 with embedded voicemail. The hunt groups are set up as collective, all phones are set up with line appearances on them for the different hunt groups. Voice mail answer time is set for 16 seconds but still phones ring twice and go to voicemail. All telephones are set up with source codes for the different hunt groups. What am I missing?
 
Do you have inbound call routes set up for each line? Are the extensions all logged into the group?
 
by line appearances, do you mean group keys?

Are the calls coming in on analog lines? If so, and you have the trunk type set as Loopstart ICLID, the IPO actually waits until it receives the CLID (send from telco between 1st and second rings) before presenting the call to any users.

This has precisely the effect you're describing. For a 15 second time to VM answer, it literally cuts your apparent ringing (on the IPO) in half.
