Is there a way to turn off the Personal Contact Voice Prompt, ex. Dial 3 for the Persons Fax Machine, in the Embedded VM. There appears to be no telephone number programmed under the prompt

by design the canned prompt only comes on if there is a number progammed against the digit. I have never seen it be otherwise. I would suggest getting the users password and going into their box and manually deleting it by choosing the digit and then pressing *
Personally, I find the canned prompts foolish as they add unneccessary time before the caller can leave a message.
I tell my users to use 1 for their cell and prompt the caller themselves in their greeting. It sounds a lot more fluid to the caller. Like you, I wish we could turn them off.

In the users mailbox press

8 then 2 then 7 to access the personal greetings setup.
