embedded images always black and white in Outlook2003

I have clients in my office in a distribution group. It's a long story, but some of members are running Lotus Notes and others are on Outlook 2003. Image files are sent to the group from an external user, and while the Notes users are able to view the files in color, the Outlook users only see the embedded images as half-tones (black and white).

When I get properties on the image in Outlook, and it says that it's a "Device Independant Bitmap."

Does anyone have any idea why this is happening?
