emails to group not auto-forwarded consistently

A user was off work for a week and I setup email copying in AD to another user. When she came back it turned out that 16 out of 17 emails sent to a group she was a member of weren't forwarded on.
Emails sent directly to her are copied every time.

I tried this again today and only 1 email out of 3 was actually copied on to the second user. Message tracking results agree with what we have found. The copied ones show that they were copied.

Does anyone know why this would happen ?
