I am having an issue with a single user not receiving email randomly. Other users in the organization receive the same email if there are multiple recipients without issue.

behind Iron Port gateway. Logs show on the Iron Port the message is refused from the Exchange server.
This is a random problem the user had received messages from the senders before and after. This is not from a single sender or a single organisation. One is actually a government email address.
There is nothing in the logs showing the message arrived or why it was rejected. Is there any logging I can do to verify the message is received and what is happening and why it is rejected?
