Emails being Stripped (Emergency)

I am a tech supporting the military on the Global War on Terrorism. We are using MS Exchange 2003 Server. Many of our incoming emails are being stripped. The email will show who sent it and who its for, but the entire message is blank. Some ppl are saying it's an Active directory problem, others are saying it's the security policy. It's not a steady problem, one day an email will be stripped, then the next the email coming from the same domain will go through just fine. If any could help on this situation, the United States Military will appreciate this.
 
What email clients are you using?
Your friendly Outlook may be displaying the message in Plain Text, which can make the message appear blank.

What happens if you attempt to reply or forward a "blank" message? I've seen where the original content appears correctly in a reply/forward, even though the original was blank...

 
I have seen similar issues when your mail server is running Antivirus software (which I hope your is) and/or the client has his "junk filter" on. Either or both of these scenarios can strip "questionable content".

Is it possible the senders are getting "cute" and sending HTML stationery with offbeat colors, which may be stripped by your server, leaving white text?
