emails being pulled locally

Hi does anyone know what setting in exchange 2003 is doing the following and how it can be changed or stop. I have exchange 5.5 server. I run outlook 2000 on my work pc and outlook 2003 on my home pc. I connect via vpn and when I open outlook 2003 on my home pc it is pulling my emails from my inbox from some reason and putting it to the local inbox. It is as if it is popping the emails and removing from the server - this is actually what is occuring. Does anyone know how to adjust this setting or how to prevent this from happening? thanks.
