Emailing via Outlook & vb.net

Seen many snippets to send mails from vb.net via outlook. All of them required to set reference to installed Outlook library.
I am not sure my client will have the same library that I have(Suppose I have 11.0 and client maybe having 9.0). Will it work? or is there any other way? Is there any type of late binding available?
