eMailing In Access To All Clients

I have a list of clients that need to get updates from time to time on our Terms Of Service Agreement. I have a form called eMail Clients. The form hase two fields called Subject and Message and a command button called eMailAll. I want to be able to onClick have the code open the client record then send the message and subject via email to all clients with out using outlook or any other email program. Can anyone help on this?

It's not possible to send an email without an email program.
