Email won't leave outbox w/ more than 2 addresses

I'm running Exchange 5.5 (sp4) on an NT 4.0(sp5) network. Just today after rebooting the server I noticed that any emails sent to a distribution group or that have more than 2 recipients stay in the outbox on the client machine.
My MS Exhange Event Service won't start either stating "Error 2140: An internal windows NT Error occured" Anyone know if these two events are related and what I
would need to do to resolve the prob.
