Email to outbound call

The needing is that a email message entering the IPOCC initiates a voice call to a external number, is it possible ? (and eventually play a email reading via TTS)
 
Out of the box, no.

Everything is possible if you're willing to pay for custom development, but it wouldn't have much to do with IPOCC.

I probabley should have started a new thread, but my question is similar.
Can you link an outbound call to an email?
The scenario is, customer emailing agent, during the exchange of emails the agent needs to call the customer. Is there something the agent can do to link the outbound call to the email chain?
 
You would need to have a contact in IPOCC that has both the e-mail and phone number.
