email stuck in prequeue submission

Recently our exchange server 2000 was not delievering email (internal and external source). All the email got stuck in this queue. We had to restart the server several times before the queue resolved themself. From what I read at the microsoft technet website, it say it had to with something with the DNS. Anybody had any experiencing with this?
