I have a few users who's email stays in their Outbox on Outlook 2007. We are connecting to MS Exchange and there's no network problems. Sometimes restarting Outlook solves the problem.
Do you run in cached exchange mode? If so clearing their OST should do the trick, have seen this with a few of our users. Take them out of cached exchange mode, delete the OST, then re-check cached exchange mode.
