Email size send recive issue

This one is crazy..i have posted it here before a few months back but no one had a reply. Hopefully this time someone can give me some type of suggestion.

I m running Exchange 2003 Ent edition.
If i set the default recieve and send email size to 10mb, but then go in my account and set my limits to 50mb it doesnt work. Basically whatever size specifyed on defualt size message thats it. The individual mailbox send or recieve size doesnt overide if its set to larger than default.
Can anyone please give me any suggestions on what can cause this.
