Hi All I am getting emails blocked coming into the exchange server due to size limits.

I have changed the incoming emial limits to no limit in the message delivery properties but it is still happening.

Any suggestions?

You have limits in several places, have you checked them all (Global settings, connector, SMTP virtual server, and mailbox)?
 
Have checked all of those and only the global settings email limit is set and that is set to about 200mb.

The email coming in that was blocked was only 7mb

Then it probably has an attachment. Do you have an attachment policy or a firewall that blocks certain attachments? It may be a questionable attachment holding things up. Also, many ISPs block attachments bigger than a given number, like 5MB. Try sending a test mail with a 3MB, 4MB, 5MB etc. attachment to the account that's getting blocked to check if this is the case.

We have a barracuda spam filter and the failure message says that the email was blocked due to our email server not allowing a message of that size.

The mail was from a trusted source and had a .PDF attachment.
 
Do you have an outgoing limit set? If so make it equal to the incoming limit.
 
There are no limits set at all. incoming or outgoing
