Email Report in Cognos 8

We are having problems with getting the email option in Cognos. We setup the SMTP server in Cognos Config. In our development environment it works fine. In our staging environment, we can email a message and include the link to the report, but when selecting to attach the report, the email never shows up. Its the exact same SMTP server, so it isn't on the email server side... it has to be something in the cognos/web side. Sounds like it's a permission thing on the web/cognos (unix and websphere) server, but I'm not sure what/where to look - being a military site, I don't have access to anything and very hard to get someone to look at it for me, especially if I can't give them someplace to start. Thank in advance.
 
1. if you right click "notification" in cognos config and say test, do you receive a test email?

2. do you have a virus scanner? try to disable it for a test to see if that is the problem.

3. if you re-start hte service, do the emails ever go out?

4. make sure that the username/password are ok. if you allow anonymous logon on your mail server, then you should be fine leaving it blank. otherwise, make sure that usernam/pw are correct.

5. if you are using lotus notes, you wlil have to do something special in a text file. there is a knowledge base document i saw on this topic once. look for this in the cognos knowledge base if this is the case.
