Email Notification

hi, im making a web application in .net using c# and MCM 2002.
I need to send an email notification to the editors once the authors have submitted a page. Ive been looking for it and i found this page:

there is a part where it explains exactly what needs to be done to make it work. but i did everything and i couldnt make it work.

can anyone please help me?? is there a trick or something else i need to know?

sorry, i meant im using Microsoft Content Management Server 2002.
