I have a question regarding notification.

Let's say I have 3 users

User1, User2, Unattended

Unattended is only an exchange box, not configured on any local outlook clients, (Remote web being the only way to access it).

I would like to set it up so that whenever Unattended gets a new email, User1 and User2 receive a notification that Unattended got a new email message.

how do I do this???
 
You would need to use a rule. You could have the rule run a script that fires off the email.

Maybe easier for you to create a group and make Users 1&2 members fo the group. Then setup forwarding on the resource account and have it deliver the incoming mails to the group.

But I can only run OWA, and it's rules are very limited.
can you please explain to me how to do this?
 
Better yet, create a group and assign the email address to the group with your users as members. THey will automatically get the emails.

The problem is that the emails going to unattended contain large attachments, so we don't want them forwarding all the time,, just a notification that they have arrived...

What you are trying to do is potentially violating privacy laws.
If you have what you call an unattended mailbox, it is not supposed to get email anyway, otherwise it should be attended.
