We have a MN, MSS and 2 Mas servers running 3.1 and it is not integrated with our mail system (exchange). For some reason we are getting random reports that email notification of vm has stopped going through for some users. To fix this we just have to unflag and reflag the feature in the subscriber options, but is there a specific service that will refresh for everyone and if so where is this done?

What patch level are you at? Have you tried stopping and starting the mailbox monitor service?
